A/49/677 English Page 30 racial discrimination in order to promote an awareness of the evils of racial discrimination and to draw attention to the continuing and sustained action of the United Nations to combat all forms of racism and to promote human rights. Such a memorial might be set up on the Place des Nations. If this idea were to find favour, the monument would be financed by voluntary contributions. There is no lack of people of good will, humanists or benefactors in the world who might take an interest in this project. 148. Lastly, the Special Rapporteur welcomes the ratification by the United States of America of the International Covenant on Civil and Political Rights and hopes that it will also ratify the other conventions currently being considered by its competent authorities, particularly the International Covenant on Economic, Social and Cultural Rights. He urges States that have not yet done so to ratify all international human rights instruments. He requests States that are already parties to these instruments to take the necessary legislative and administrative measures to ensure that they are effectively implemented and applied in everyday life.
