"Hate speech, social media and minorities"
Mexico's intervention at the Roundtable: towards a safer space for minorities: positive
initiatives to address hate speech online: the role of national human rights institutions,
human rights organisations, civil society and other interested parties

Thank you, Madam President,
My delegation has been characterised by its firm conviction to totally and unconditionally eradicate
racism and all forms of discrimination and intolerance, including the issuance and propagation of
hate speech.
The Mexican state has a multicultural composition based on its 68 Indigenous Communities and
the Afro-Mexican People, which is why the recognition of minorities and the exercise of their rights
is a priority for us.
In line with the above, Mexico is part of the core group of countries presenting the resolution on
the "Rights of people belonging to national or ethnic, religious and linguistic minorities" in the
framework of the Human Rights Council.
At the national level, the National Council to Prevent Discrimination (Conapred) has carried out
prompt actions to combat the root causes of hate speech, with an emphasis on "the spheres of
teaching, education, culture and information to combat prejudice".
Some of these actions include:

Adherence to the global campaign "No Hate Speech Movement "propelled by the
Council of Europe and through which actions have been implemented to combat hate
speech in physical and virtual spaces against migrants, women and young people, among
others.

In this framework, the Movement Against Hate Speech, an initiative that seeks to
counteract hate speech used in digital media against historically discriminated groups, by
creating inclusive narratives that invite dialogue, was also propelled.
