I am a bishop of the Orthodox Church of Moldova, and on behalf of the faithful of our
church, I express my deep concern over the statement by Moldovan President Maia
Sandu, who on July 30 of this year published a list of 10 tools of Russian interference in
the parliamentary elections. Number 5 on this list is the Orthodox Church of Moldova.
This is the first case in the history of Moldova in which the church has officially been
included on a list of threats to national security. In our view, this statement is an example
of hateful rhetoric toward our church. But there are other alarming facts as well. For
example, the judiciary has been considering lawsuits for several years seeking to
terminate our agreements on the use of church and monastery buildings. It appears that
they want to take back property that had already been returned to us. Another serious
problem is the increased scrutiny of our priests and congregants at the borders. In
October, I was forced to appeal to a Moldovan state body, the Council for Equality, with
a complaint against the border service and police, who on three occasions prevented me
from leaving the country, including barring me from traveling to Jerusalem to receive the
Holy Fire. All these problems arise because the Moldovan authorities consider it
permissible to discriminate against us because of our affiliation with the Russian Orthodox
Church. I would note that European Union standards are on our side. I cannot imagine,
for example, that in Berlin or Paris a bishop would be prohibited from leaving the country
because he belongs to the Russian Orthodox Church. If Moldova wants to join the EU, it
needs to comply with European legal standards and demonstrate equal treatment for all
religious groups in practice. From the podium of this Forum, I once again call on the
international community to help correct the discriminatory policy toward the Orthodox
Church of Moldova. Thank you for your attention.
Я архиерей Православной церкви Молдовы, от лица верующих
нашей церкви выражаю крайнюю обеспокоенность заявлением президента Молдовы
Майи Санду, которая 30 ма-- июля сего года обнародовала список из 10 инструментов
российского вмешательства в парламентские выборы. В этом списке под номером 5
указана Православная церковь Молдовы. Это 1 случай в истории Молдовы, когда церковь
официально включена в список угроз национальной безопасности. На наш взгляд, это
заявление является примером риторики вражды по отношению к нашей церкви. Но есть
и другие тревожные факты. Например, судебная власть уже несколько лет
рассматривает иски о расторжении наших соглашений о использовании зданий церквей
и монастырей. Похоже, что у нас хотят отобрать обратно то, что-- имущество, которое
было уже возвращено нам. Отдельную проблему составляют усиленные проверки наших
священников и верующих на границах. В октябре я вынужден был обратиться в
государственный орган Молдовы, Совет по недискриминации, с жалобой против
пограничной службы и полиции, которые трижды мне не дали вы-выехать из страны, в
том числе запретили выезд за Благодатным огнем в Иерусалиме. Все эти проблемы
возникают из-за того, что власти Молдовы считают для себя возможным
дискриминировать нас за принадлежность нашу к Русской православной церкви.
