My name is Ugo Rossi and I have been recently elected councillor of Trieste's City Council. Firstly,
I would like to thank you for the opportunity of being here. I also represent the 3V Movement, an
Italian National party that has in its main objectives the respect of the human rights and to support
the minorities in their rights across the country and in the Free Territory of Trieste
In my recent election campaign, I have immediately requested the implementation of all the rights
included and promoted in the binding covenant of the UDHR.
I would like to provide my experience, and tell you all what has happened whilst trying to defend a
minority as Councillor. In fact, during my election campaign I expressed my opinion in relation to
the application of the Universal Declaration of Human Rights, consequently I chose to promote the
same issues expressed by the Provisional Government of the FTT, in addition to other challenging
issues, for example in relation to the compulsory sanitary treatments that the people was obliged to
undergo despite their will.
This political choice of mine, has led to a series of heavy reprisals, even physical ones, on my
person, by the peripheral law enforcement agencies of the Italian State, which have always tried to
hinder my free expression of opinion and demonstration.
Today, in this forum, I can finally denounce the State party, which, in violation of Article 5 of the
International Convention on the Elimination of All Forms of Racial Discrimination, since through
its peripheral bodies, law enforcement agencies and legal apparatuses, has engaged in
discriminating against and obstructing my person, obstructing and repen to not guarantee me the
right to enjoy my political rights, in particular the right to participate in elections, solely because of
my opinion shared with the Provisional Government of the Free Territory of Trieste, Zone A.
After my election as Councillor of Trieste, my political life was subjected to further pressure and
harassment of all kinds, including unfair trials for trivial reasons.
These continuous reprisals, in my opinion, culminated in my being placed under house arrest for
three months by the Court of Trieste, in addition to being banned from entering Zone a of the Free
