Madame Chair, distinguished participants, the achievement of genuine peaceful coexistence between majority and minority communities requires a structural transformation of the political and institutional environment, in which these communities interact. Trust emerges only when states dismantle the legal, administrative, societal barriers that sustain exclusion and discrimination. The experience of JPTI, which supports victims of institutional failure and advocates for the strengthening of democratic oversight, trust is the product of accountable governance and meaningful participation. The absence of institutionalized consultation mechanisms and the systemic underrepresentation of minorities in public institutions and the prevalence of hate speech undermine public confidence and threaten social cohesion, especially when amplified by political actors or tolerated by law enforcement authorities. In many of the situations we document, minorities remain invisible in policy-making due to the lack of disaggregated data and the politicization of human rights concerns. States must therefore establish permanent, adequately resourced dialogue platforms at both national and local levels, guarantee proportional minority representation across public administration, policing and the judiciary, and adopt comprehensive equality legislation that addresses discrimination, including online hate speech, while representing freedom of expression. Educational systems constitute a central pillar of reconciliation. Curricula grounded in historical accuracy and reflective of contemporary diversity serve as essential tools for dismantling stereotypes and preventing the misuse of history for political purposes. Only when minority communities are recognized as equal partners in shaping the states’ future, and majority populations understand that diversity strengthens, rather than threatens, national unity can social cohesion prevail over fragile tolerance.
