Item 3: Legal and institutional framework: the human
rights of minorities and conflict prevention

Thank you Chair,
Thank you for Panelist for their remarks, and we want to take the opportunity to have
some remarks on Eelam Tamils Genocide and want to ask to the Special Adviser to the
Secretary-General on the Prevention of Genocide, Ms. Alice Nderitu to have an
interactive dialogue with Tamil victims and their representatives. And ask her to make a
report on the Genocide of over 400 000 over last 7 decades.
Eelam Tamils continue to be victims of structural genocide over last 7 decades, because
of the United Kingdom's decolonization process failure.
In Sri Lanka, The Former President responsible of Tamils Genocide, became Prime
Minister and his Brother is a new President and during their 24 months of dictatorship
Eelam Tamils continue to lost their freedom, their identity, their religion, their lands,
even they can’t commemorate the death of their love’s ones in Muliyavaikaal, Black July,
recently just 5 days ago Tamils can’t remember over 400 000 Tamils civils, and over 50
000 freedom fighters, the commemoration of the sacrifice of our Thiyaga theepam
Thileepan who lost his life. Who fasted and sacrifice his life without food and water and
dead for 17 days.
34 years later Tamils civil society, student’s organization, politics, and families of victims
are on the Street with same request as was 34 years ago Thiyaga theepam Thileepan,
with Potuvil to Pulikandy.
According United Nations inter review Charles Petrie Report there are over 70 000
tamils were killed During the last Genocidal war in Sri Lanka, the Sri Lankan security
forces made a Genocide against Eelam Tamils. The former bishop of Mannar had proved
that 146,679 Tamils remain unaccounted, but the UN and the western Ngos had never
taken this huge number in to account for the fear of antagonizing the racist Sinhalese
regimes.
Tamil across the world ask the international community to recognize Tamils as human
first and also recognize namely, who are the victims in Sri Lanka on their resolutions
and reports.
