Tamaynut Organization Good morning, my name is […]. I represent the Tamaynut Organisation of Morocco Madam Chair, Madam Independent Expert, ladies and gentlemen. Allow me to thank you for this opportunity afforded me to contribute to this Forum on minorities. Now, any and all implementation of the Declaration must have as a starting point the concept which says that cultural rights need to be effectively implemented. In other words, the fulfilment of cultural rights of minority individuals are often subordinated to other human rights are considered unfortunately to be less important. Examples of good practices and good solutions are but rarely seen in countries where minority individuals are recognised as such. These limits on the recognition of cultural rights represent an obstacle, a barrier to the full implementation of the Declaration. Here the laws, policies and national practices need to be developed to strengthen the rights of persons belonging to minorities. To implement national linguistic policies aimed at both preserving diversity and to encourage linguistic multiculturalism. And to this end, one should facilitate the use of minority languages for appropriate educational, media and administrative measures. The principles of the Declaration should be fully taken into account in the elaboration and implementation, as well as follow up of any development policies for minorities. To this end, there is a need to identify concrete measures enabling us to launch research on the cultural aspect of the preservation and management of natural resources. Given the local knowledge and know-how of minorities. There’s also a need to encourage cultural awareness in the field of the production and consumption of ICT content to facilitate access and strengthen the autonomy and participation of minorities. To this end, we should: Firstly, promote the knowledge of the media and managing information to bolster the capacities of persons belonging to minorities. One should also consider the setting up of a cultural monitoring centre tasked with observing the impact of globalisation, monitoring the impact of globalisation and providing information to elaborate cultural follow up and assessment methods and tools for minorities, which governments and public institutions can tailor to the local and national situations for minorities. And to set up a national monitoring centre tasked with following policies and issues opinions regarding measures likely to promote national minorities. Thank you.
