work his mandate has undertaken in this regard. The present report is the
eighth that he has been requested to present on this issue and he has so far
endeavoured always to fulfil the request with great commitment and
understanding by preparing a report on this subject twice a year, for
submission to both the Human Rights Council and the General Assembly. The
Special Rapporteur considers that it is time to turn to alternative ways to
continue to devote attention to this phenomenon. These could include the
submission of one report on this topic to the Assembly only, which would allow
the collection of views on the basis of submissions received in accordance with
paragraph 43 of resolution 69/160, along with other ways to engage in a
constructive dialogue with Member States and other stakeholders on this
important issue, including communications and country visits. He hopes that
the Assembly will take these suggestions into account in its deliberations and in
the adoption of its resolution on this topic.
