Thank you, Madam Moderator. The Russian delegation supports the Forum’s renewed consideration
of the issue of minority education. In our country, which is multinational, not only is access to quality
general education ensured, but education in one’s native language is also guaranteed by law and in
practice. We proceed from the premise that ignoring the right to choose education in one’s native
language leads to tensions and conflicts in society, as well as to the assimilation and segregation of
minorities. In this regard, we would once again like to draw attention to the education reforms that
have been carried out in the Baltic countries over the course of the last several decades, which have
essentially resulted in the elimination of education systems in the languages of national minorities,
often under the pretext of better integrating minorities into society. In reality, such processes are part
of an assimilation policy and lead to a decline in the quality of education, lower academic
achievement among students, weakened competitiveness in the labor market, an increase in
unemployment, social vulnerability, and marginalization. Unfortunately, the discussion of this issue is
increasingly becoming a kind of charade. While talking about the importance of learning the state
language, participants in the discussion prefer not to notice the continued closure of
Russian-language schools and schools for other minorities, the dismissal of teachers from such
schools because they do not know the state language, and the threat of reforming bilingual schools.
But no one disputes that the state language can be learned to a good level without having to sacrifice
one’s identity. At present, this misguided practice has been adopted by Ukraine. One of the latest
steps in this area was the adoption, in September, of an education law that contradicts the country’s
international obligations and restricts the rights of minorities to use their native languages. Our
request to the Forum and the Special Rapporteur is to pay attention to this aspect and to explicitly
state in the recommendations that any actions by states related to reforming the education system,
including educational institutions for minorities, should be carried out with consideration for, and
with the participation of, the minorities themselves. States should pay particular attention to the
potential risks that arise when reforming education systems and should develop programmes to
prevent their negative consequences. Thank you for your attention. The full text will be submitted to

Спасибо госпожа модератор. Российская делегация поддерживает повторное
обращение форума к вопросу об образовании меньшинств. В нашей стране, которая
является многонациональной, не только обеспечивается доступ качественному общему
образованию, но законодательно и на практике гарантируется получение образования
на родных языках. Исходим из того, что игнорирование права выбора на получение
образования на родном языке ведет к напряженности в обществе к конфликтам,
ассимиляции, и сегрегации мишининств. В этой связи, мы вновь бы хотели привлечь
внимание к осуществляемые в странах Прибалтики на протяжении чесности века
реформы образования, которая, по сути свилась к ликвидации систем образования на
языке национальных, меньшинств, причем зачастую под предлогом заботы о лучшей
интеграции меньшинств в обществе. На деле такие процессы являются частью
ассимиляционной политики и ведут к снижению качества образования, уровня
успеваемости учащихся к ослабление конкурентоспособности на рынке труда, к
увеличению числа безработных, социальной уязвимости и маргинализации. К
