Summary
At the invitation of the Government of Indonesia, the Special Rapporteur on the human
rights of migrants visited the country from 12 to 21 December 2006.
The main objective of the mission was to examine all aspects of the migration process
from Indonesia, giving particular attention to the situation of female domestic workers, concern
for whose plight was expressed to the Special Rapporteur by all parties. While in Indonesia, the
Special Rapporteur also had the opportunity to visit a detention centre for undocumented
migrants entering Indonesia illegally and to interview some of the detainees.
Some of the most poignant testimonies were offered by female migrant domestic workers
who had returned to Indonesia by escaping through the jungle or who had been deported from
the country in which they were employed. The experiences of these women during the migration
process were horrific; many recounted egregious physical and psychological abuses suffered
during their employment abroad.
Through this report, the Special Rapporteur wishes to highlight the precarious situation of
Indonesian female migrant domestic workers and to encourage Indonesia to uphold its
international and internal commitments to protect migrants in general, both those living inside
and outside the country (i.e. internal and international migrants). The Special Rapporteur hopes
that the Government of Indonesia will pay particular attention to amending the Memorandum of
Understanding signed with Malaysia in May 2006 in order to improve the regulation and
monitoring of the recruitment process, and that it will also ratify the International Convention on
the Protection of the Rights of All Migrant Workers and Members of Their Families.
