Thank you Mr President. I am Azad Kuli, and I address you on behalf of the Humanity Organization for Civil Activities. Despite the provisions of international charters and local constitutions on the protection of minority rights, Iraqi minorities are facing extinction. The percentage left of these minorities have adopted the Kurdistan Region of Iraq as a shelter, considering it to be a safe area that embraces diversity. In Iraq, the state and institutions lack an understanding of cultural diversity and the acceptance of others who are different. The concepts of minority rights have merely become slogans and ink on paper. This has reflected negatively on individuals in society, by the germination of hate speech and the rejection of all forms of pluralism. This is in addition to demographic changes and other violations. All of the aforementioned has led to the continual marginalisation of the role of minorities in the country, as well as the continued stream of migration, displacement, and successive genocides. Thereby, transforming these groups into minorities in areas in which they are the original inhabitants. Therefore, we recommend revision of the mechanism for the protection of minority rights by: 1. Imposing monitoring on states to prevent violations against minorities. 2. To take legal proceedings against any party violating minority rights. 3. To enact the role of the media in disseminating a discourse around the coexistence of different societal constituencies. 4. To act in accordance with the principle of positive discrimination to guarantee the rights of vulnerable groups. 5. To prevent the government from exploiting minorities through the quota system.
