Thank you madam chair,
IMADR on behalf of the central council of German Sintian Roma Rights express
appreciation for this opportunity and welcomes the draft recommendations presented
here. Several programs and projects have been carried out by the international and
regional institutions assess the situation of the Sintian Roma communities in Europe.
However, these programs and projects have not yet fundamentally changed the situation
in the field. In many cases funds raised have reached only small part of the Roma
community on the ground. And the lack of political will on both the national and local
levels often hinders full implementation of such projects and programs.
We recommend that national governments establish measures to ensure that those
projects and programs are thoroughly carried out. Comprehensive means assessment and
effective follow-up activities are also essential to ensure tangible changes. Therefore we
would like to suggest the comprehensive needs assessment with full and effective
participation of minority groups concerned. In for example, paragraphs 15, 21, 25 and 26.
In a similar vein paragraph 19, the second last sentence should read such programs
should be designed, implemented, monitored, evaluated and followed-up with a full and
effective participation of affected minorities. Additionally, we recommend that all relevant
donor organisations provide long-term funds that thoroughly cover preparation,
implementation and follow-up of projects, especially at the community levels. And initial
action and sustainable development of the situation as stated in paragraph 25 of the Draft
Recommendations in occasions the key aspect of improving the economic participation of
minorities. In this field the structure of the Roma education fund as a ground morale for
funds for other minority groups with regard to the Roma community, the Roma Education
Fund morale should be extended to various areas such as housing, capacity building and
creation of job opportunities. Thank you madam Chair.
