protest was filed with the body which issued the decision, this body can either repeal the decision being challenged or replace it with a decision complying with the law. If this body does not fully accept the protest, it has the duty to submit it to a superior or monitoring body. The prosecutor may file a new protest against the decision rejecting the protest. 3.
