Thank you Madame Chair,
Digital technologies, including social media platforms have brought opportunities, but they have
also engendered challenges by exacerbating the stigmatization and dehumanization of minorities
as threats. Social media can be used to create a climate of intolerance and hostility. Platforms have
a large form of intersection of multiple tensions. The expression of conflicts between different
groups, within and across societies, requires a complex balancing act of protecting and promoting
fundamental rights and principles, including freedom of expression and defense of human dignity.
Madame Chair,
States are obliged to the protection and promotion of human rights, including those for the minority
groups. However, the de-territorialized character and dematerialized nature of Internet and digital
technologies have raised the challenges for national legal regimes to be on power with the reality
of the global scale Internet. Technology is a crosscutting issue. It requires international and multistakeholder cooperation, in order to benefit from opportunities and address challenges why is
taking into account different national realities, capacities and levels of development and respecting
national policies and priorities. There needs to be a cooperation, collaboration and coordination
among all stakeholders to create a forum to build linkages to moderate user generated content,
while balancing freedom of expression and defense of human dignity.
