Speech by Dongxu LIU
Dear President
I’m Dongxu LIU, a professor from Minzu University of China, as well as an
ethnic minority from Gelao ethnic group in China. I am engaged in the research of
the relationship between ethnic minorities and the society. My research shows
that the hatred toward the ethnic minorities origin from the structure and
insititutional environment of the society. Social media has significant impact on
the magnification and spread of hate speech.
As a multi-ethnic country enjoying a longstanding history, China has the
tradition to incorporate various ethnic culture. This tradition carrys the
philosophy of upholding the equality and solidarity, striving for common
prosperity and common development among all ethnic groups, which is fully
embodied in China's' laws and system. Thus hatred among different ethnic groups
in China have no soil to survive and spread in such harmonious environment. On
the contrary, the social environment in some other countries where the ethnic
minorities and migrants haven't got equal treatment can easily become the hotbed
for hate speech.
The turmoil led by African Americans’ protest movement in USA
during Covid-19 pandemic is due to such reason.
Enhancing the cooperation among governments, international organizations
and NGOs, improving the governance mechanism of internet and media,
identifying and cleansing those malicious hate speech toward ethnic minorities as
soon as possible, releasing authoritative information through various parties to
lead the public opinion, can reduce the negative influence of the spread of hate
speech on ethnic minorities.
