Summary
The present report is submitted pursuant to Human Rights Council resolution 55/15.
It contains information on relevant developments of United Nations human rights bodies and
mechanisms, and on the activities undertaken by the Office of the United Nations High
Commissioner for Human Rights that contribute to the promotion of and respect for the
provisions of the Declaration on the Rights of Persons Belonging to National or Ethnic,
Religious and Linguistic Minorities. The report covers the period from 1 January to
31 December 2024.
In the report, the High Commissioner concludes that in order to enhance the
implementation of the Declaration and to ensure the full enjoyment of the rights of persons
belonging to minorities, States should advance the adoption and implementation of
comprehensive anti-discrimination laws, as well as develop and put into practice effective
anti-discrimination measures and policies aimed at effectively eliminating all forms of
discrimination against persons belonging to such minorities and strengthening advocacy
against discrimination. The High Commissioner also reiterates that political and religious
leaders should speak out firmly and promptly against all incitement to violence and hatred.
