The authors maintain that the State party violated their rights under articles 2, 3, 12, 14 and 24 of the Convention on the Elimination of All Forms of Discrimination against Women owing to the forced sterilization to which they were subjected in 1996 and 1997 as part of a State birth-control policy. The Optional Protocol entered into force for the State party on 9 April 2001.
