Among all vulnerable groups, minorities are often targeted by hate speech, in particular in media and social media platforms. The lack of high quality targeted government policies on countering hate speech leads to the marginalization of minorities, and the pandemic crisis worsens the situation. In this regard we recommend: To national and local authorities: - - Adopt legislation and policies on countering hate speech, xenophobia and racism, including in the media and social media, ensuring that the Quality Council has appropriate resources for awareness raising and empowered sanctions to hate speech and hate crimes. The policies should ensure digital and information [?]. Support minority youth media initiative so minority media reaches other audiences. [?] we’ll have produced negative stereotypical attitudes about minorities. Make all public communication, including COVID 19, accessible, accurate, complete, transparent, available in all languages spoken in the country and [?]. To media institutions: - Promote correct, equitable representation of all underrepresented groups and include human rights, diversity, non-discrimination and prejudice materials, and provide information accurately. Using fact checking avoids stereotypes and [?] referring to such factors as race, ethnicity, nationality or religion [?] monitor encounter irresponsible, incomplete discriminatory media by providing accurate communication materials. To intergovernmental organizations: - Support initiative of minority youth and NGOs to promote the minority rights and ensure meaningful participation, combating hate speech including in online media.
