In light of article 5 (e) (iv) of the International Convention on the Elimination of All Forms of Racial Discrimination, the Special Rapporteur recommends that all unaccompanied minors and separated children between the ages 16 and 18 are provided with youth-specific accommodation and protection measures as enshrined in section 42 of the Youth Welfare Act. On the representation of persons with a migration background in public institutions 85. The Special Rapporteur recommends that the Government consider recognizing the right of migrants who have resided in Germany for a reasonable period of time to vote in local elections, thus improving the representation of these communities in city councils and other municipal bodies. 86. As provided by article 1.4 of the International Convention on the Elimination of All Forms of Racial Discrimination, the Special Rapporteur strongly recommends that special measures be taken to ensure an adequate representation of persons with a migration background in State institutions – particularly in the areas of employment, education, in political institutions and the civil administration. 87. The Special Rapporteur recommends that the Government make reference to the progress in implementing these recommendations in its future periodic reports to the Committee on the Elimination of Racial Discrimination, as well as in its national reports to the universal periodic review.
