Introduction

At its forty-second session, the Commission on Human Riqhts decided, in
resolution 1986/20, to appoint for one year a Special Rapporteur to examine
incidents and qovernmental actions inconsistent with the provisions of the
Declaration on the Elimination of All Forms of Intolerance and of
Discrimination Based on Reliqion or Belief, and to recommend remedial measures
for such situations.

Pursuant to that resolution, the Special Rapporteur submitted a first
report to the Commission at its forty-third session (E/CN.4/1987/35). His
mandate was extended for one year by Commission on Human Riqhts
resolution 1987/15 adopted at that session.
3. At its forty-fourth session, the Commission had before it a further
report by the Special Rapporteur (E/CN.4/1988/45 and Add.l and Corr.l).
Durinq this session it decided, by resolution 1988/55, to extend for two years
the mandate of the Special Rapporteur. This decision was endorsed by the
Economic and Social Council in its decision 1988/142.

The report which follows is submitted to the Commission on Human Riqhts
at its present session in accordance with the provisions of resolution
1988/55, paraqraph 15.

In chapter I, the Special Rapporteur recalls the terms of his mandate and
his interpretation of them, and describes the workinq methods which he used in
preparinq this third report.

Chapter II concerns the activities of the Special Rapporteur durinq the
present reportinq Period, and in particular contains alleqations duly
transmitted to the Governments concerned reqardinq situations which seem to
involve a departure from the provisions of the Declaration, and a summary of
the replies received.

In chapter III, the Special Rapporteur refers to national and
international quarantees for freedom of thouqht, conscience, reliqion and
belief and qives examples of some positive steps taken to implement the
principles advocated in the Declaration.

Chapter IV contains an analysis of the information collected by the
Special Rapporteur as evidence of the persistence of numerous infrinqements of
the riqhts set out in the Declaration durinq the period covered by this report.

Lastly, in chapter V, the Special Rapporteur submits his conclusions and
recommendations based on his analysis of the information available and the
study of measures which could contribute to preventinq intolerance and
discrimination based on reliqion or belief.
