foreigners is based on articles 19 and 20 of our Magna Carta, which read as

'Art. 19: There shall be no personal rights or privileges by reason of
race, birth, social class, sex, religion or political ideas.
Art. 20: Panamanians and foreigners are equal before the law, but the
law may, for reasons to do with work, health, morality, public safety and
the national economy, forbid the exercise of certain activities by
foreigners in general or make it subject to special conditions. The law
or the authorities, depending on the circumstances, may also take measures
that affect solely nationals of particular countries in the event of war
or in conformity with the provisions of international treaties.'"
