Armenia recommends adoption of holistic approach to discuss this issue, since discussions on the Information and Communication Technologies are scattered around various international bodies and pigeonholed across varying subjects from military security to human rights. It is of utmost importance to put the human rights first and negotiate an internationally agreed legal definition of hate speech. I thank you.
