Speaker: Thank you Mr. Chair. The development of the implantation of the rights of the UN declaration of 1992 depends largely on the extent of which the right to effective participation in Article 2 and 2.3 is implemented by states. In my opinion, the idea of effective participation as a substantial influence on decisions and shared ownership of decisions could be promoted. In this respect, I would first like to highlight that at the national level, the achievements and shortcomings of the institutional developments of the Norwegen, Swedish and Finnish [inaudible] Parliaments may be of interest. Second, at the international and regional level the procedures and mechanisms of involving national minorities in the monitoring process. That the two conventions of the council of Europe, the charter of regional and minority languages and the framework convention for the protection of national minorities have developed of the last almost 30 years, should also be considered.
