I am […] of the OHCHR 2016 fellowship. When states fail to unite minority and majority communities humanitarian crises are made worse by conflicts between groups. During humanitarian crises historical discrimination between minorities and majorities can get even worse. Instead of helping each other, each group tries to survive on the expense of the other one. This leads to conflicts within crisis. I am part of the Women’s NGO which works with the Bedouin minorities in [Sinai] Egypt. Currently the Egyptian military is fighting armed groups in North Sinai, which puts Bedouin tribes in a difficult situation. Within the Bedouin tribes, the big Bedouin tribes have historically exercised discriminatory processes against the small Bedouin tribes. The small Bedouin tribes are feeling disempowered and then they provide the armed group with human power in order to get some privileges which keeps the conflict going. If the state has promoted the idea of human rights for all people and all communities then the Bedouin tribes would have not discriminated against each other and the small Bedouin tribes would not have supplied the armed groups in order to be empowered. Dear Mr Chairperson these are my recommendations for all member states: 1) state must develop mechanisms to respect and to promote the concept of human rights and equality for all individuals in the society; 2) states must develop unity and harmony to more than [goals] but as ideals as well, which will undoubtedly lead to social cooperation during disasters and humanitarian crisis. this will allow us to prevent or at least mitigate [interrupted.
