E/CN.4/2004/76/Add.2 page 21 e) A greater effort to ensure coordination between the various levels of government in migration matters through reactivation of the existing agencies; f) The active and prominent participation of NGOs in forums for dialogue with the government at the national, Autonomous Community and local levels on migration matters; g) Information and awareness campaigns on the situation of migrants and their contribution to the economy, culture and development of Spain. The Special Rapporteur invites the Government and the press to avoid statements and remarks which tend to foster fear of foreigners and may lead to incidents of racism and xenophobia; h) Increase in resources and acceleration of procedures necessary to ensure the rapid and effective processing of migration cases; i) Increase in resources and necessary structural adaptations to ensure that Spanish consulates abroad provide effective services and speed up procedures relating to family reunification; j) The system of employment quotas should be made more flexible, especially in certain sectors such as domestic work, so as to permit specific offers to individuals in some cases in order to meet the needs of the labour market and to avert the exploitation of migrants in the black economy; k) Measures to ensure the full and effective implementation of legislation relating to unaccompanied minors in relation to reunification and documentation; l) Active policies to encourage rental of subsidized housing for migrants, offering guarantees to owners, and initiating awareness campaigns against racism and xenophobia; m) Ensuring appropriate protection for victims of trafficking in human beings and their families, so as to enable them to cooperate with the justice system and receive compensation for violations suffered; n) A greater UNHCR presence in the temporary holding centres (CETIs) and detention centres (CIEs) so as to effectively safeguard the right to asylum.
