GENERAL E/CN.4/2004/76/Add.2 14 January 2004 ENGLISH Original: SPANISH COMMISSION ON HUMAN RIGHTS Sixtieth session Item 14 (a) of the provisional agenda SPECIFIC GROUPS AND INDIVIDUALS: MIGRANT WORKERS Report submitted by Ms. Gabriela Rodríguez Pizarro, Special Rapporteur, in conformity with resolution 2003/46 of the Commission on Human Rights 1 Addendum VISIT TO SPAIN Executive summary From 15 to 27 September 2003 the Special Rapporteur visited Spain following the open invitation of the Spanish Government to all the thematic mechanisms of the Commission on Human Rights. The Special Rapporteur visited Madrid, Barcelona, Cádiz, Tarifa, Algeciras, Ceuta, Melilla, Las Palmas de Gran Canaria and Fuerteventura. The Special Rapporteur met with senior State officials responsible for migration questions and with representatives of the governments of the Autonomous Communities and local governments. She also met with members of academia, representatives of the various State security forces, the International Organization for Migration (IOM), the Office of the United Nations High Commissioner for Refugees (UNHCR) and various non-governmental organizations (NGOs), and with migrants themselves. She visited a number of detention centres for foreigners (CIEs) and temporary holding centres (CETIs). During her visit, the Special Rapporteur was able to appreciate the difficulties encountered by Spain in dealing with the new dimension of migration.
