discrimination, xenophobia and related
intolerance on the implementation of General
Assembly resolution 68/150
Summary
The Special Rapporteur on contemporary forms of racism, racial discrimination,
xenophobia and related intolerance submits the present report pursuant to General
Assembly resolution 68/150 on combating glorification of Nazism and other practices that
contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and
related intolerance. In that resolution, the General Assembly requested the Special
Rapporteur to prepare for submission to the Human Rights Council, at its twenty-sixth
session, a report on the implementation of the resolution based on the views of
Governments and non-governmental organizations.
In the light of the information received, the present report addresses the latest
developments identified by the Special Rapporteur with regard to the human rights and
democratic challenges that extremist political parties, movements and groups, including
neo-Nazis, skinhead groups and similar extremist ideological movements, continue to pose.
The Special Rapporteur examines the main areas of concern where further efforts
and constant vigilance are required, including with regard to the protection of vulnerable
groups of individuals against racist and xenophobic crimes and the protection and
consolidation of democracy and human rights in general. He also identifies good practices
developed by States and various stakeholders.
