Report of the Special Rapporteur on minority issues*
Summary
In the present report, the Special Rapporteur on minority issues presents his findings
following his mission to Slovenia, from 5 to 13 April 2018.
The main issues that the mandate holder identified related to disaggregated data, the
national human rights system, the Roma minority, the effective implementation and
comprehensive legislation for the protection of minorities, hate speech and incitement to
violence, the deaf minority, and sign language, and the “erased”, and minorities of the
former Yugoslavia.
The Special Rapporteur makes a number of recommendations and observations with
a view to assisting the Government and other relevant actors in their efforts to address the
challenges in realizing the human rights of persons belonging to national or ethnic,
religious or linguistic minorities in Slovenia.
