Statement of the Argentine Republic
Regarding the recommendations on humanitarian crisis situations, Argentine wishes to propose the
following:
Regarding the crisis prevention (paragraph 20) it is suggested that the recommendation (a) is
reformulated in order to point out the transversal inclusion of a human rights approach in the everyday
governance, particularly taking into account minorities’ rights.
Moreover, it is suggested a recommendation regarding the need of permanent sensibility and training of
national institutions in human rights, highlighting that the treatment of human rights’ advocacy and
securing must be in worldwide, fair and equal way.
Furthermore, we wish to emphasize the need of the inclusion of a recommendation on the inclusion of
awareness and comprehensive approach of human rights and diversity among different educative levels,
in order to generate a consciousness among distinct social levels in relation to intercommunity relations,
gender inequality, marginality, discrimination, noting that the best way of prevention is the human rights
education.
Finally, we highlight the importance of reviewing and incorporating a human rights perspective,
particularly on minorities and other vulnerable groups, in plans or programmes of evacuation and action
of different security forces operating in disaster or armed conflict situations.
With respect to the recommendations during and after crisis situations (paragraphs 23 and 26) we
suggest incorporating a request of assistance to the regional and sub-regional organisations in order to
provide technical assistance to contribute to the national capacities.
