In other case, many minority politicians was socially banned by majority groups when
running in campaign or election with the religious norm. Many of religious minorities
such as Ahmadiyah, some local indigenous belief, faced the hard situation in
Indonesia. The situation is not just because the government not recognized the
existence of them, but even
in most of case, the several groups had been
criminalized as the defamation against Islam.
To accessing the problem, political participation need precondition of government
protection of their existence and participation. And regarding the forum must be
included the obligation of government and parliaments on Article 4 of International
Convention of Elimination of Racial Discrimination, 1965 are (a) declare an offence
punishable by law all dissemination of ideas based on racial superiority or hatred,
incitement to racial discrimination, as well as all acts of violence or incitement to such
acts against any race or group of persons of another colour or ethnic origin, and also
the provision of any assistance to racist activities, including the financing thereof; (b)
declare illegal and prohibit organizations, and also organized and all other
propaganda activities, which promote and incite racial discrimination, and shall
recognize participation in such organizations or activities as an offence punishable by
law; (c) not permit public authorities or public institutions, national or local, to promote
or incite racial discrimination; on the Draft Recommendation on Minorities and
Effective Participation.
