Good day! I am Maksim Volkov from the Information Group on Crimes Against the
Person. Over the last two years our group has been following the human rights
situation on the territory of Ukraine. Today, I would like to point out the situation with
internally displaced/ temporary displaced persons in Ukraine. During the anti-terrorist
operation, as it was called, millions of people had to leave their homes and move to
other places. Some of them move to the Russian Federation, but the majority preferred
to remain in the territory of Ukraine and move to other places in Ukraine.
Unfortunately, we see today that the government Ukraine is not able to manage the
crisis of internally displaced persons. The exact[…] statistics asked how many people are
living, how many internally displaced people are living in the territory of Ukraine. The
figures, which have been given, vary from nearly 2 million people to just over 700,000.
And therefore the allocations of financing are based on these very different estimates to
assist these people. To illustrate the situation, I can tell you that the situation with the
provision of housing under Ukrainian legislation temporarily displaced persons must be
provided with housing. Unfortunately, today over 60 per cent of temporarily displaced
persons have to live with their families and over 30 per cent have to rent housing and
pay themselves. Only about 7 per cent of temporarily displaced persons have obtained
from the government of Ukraine temporary housing. Moreover, allocation of material
assistance, unfortunately, today the amount of material assistance for a 4 persons
family is 3 to 4 thousand Hrivni, which is not enough even for subsistence level
existence let alone renting housing. Then we have the problem of employment,
problems of medicine, the most important that the crisis of displaced persons is being
supported by the Ukrainian media, who are calling them separatists and this is going to
aggravate the humanitarian crisis in Ukraine. Thank you.
