The Independent Expert recommends that Morocco ratify the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights. 92. The Independent Expert encourages members of the United Nations country team to include the promotion and protection of human rights, especially cultural rights, in the next United Nations Development Assistance Framework. She also encourages the country team to continue to support efforts to promote and protect cultural rights in Morocco in all their activities, including, but not limited to, ensuring equal access to culture for all, cultural heritage, manifestations and the means of cultural expression. 22
