A/HRC/23/24 I. Introduction 1. The present report is submitted pursuant to General Assembly resolution 67/154, in which the Assembly requested the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance to prepare for the Human Rights Council a report on the implementation of that resolution based on the views collected in accordance with an initial request of the Commission on Human Rights. 2. In paragraph 31 of resolution 67/154, the General Assembly recalled the request of the Commission on Human Rights, in its resolution 2005/5, that the Special Rapporteur continue to reflect on the issue of the inadmissibility of certain practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and racial intolerance, and in paragraph 32 requested the Special Rapporteur to prepare a report based on the views collected in accordance to that request. 3. In the light of the information received, in the present report, the Special Rapporteur addresses the latest information received with regard to the human rights and democratic challenges that extremist political parties, movements and groups, including neo-Nazis and skinhead groups, as well as similar extremist ideological movements, continue to pose. In this respect, he also identifies good practices developed by States and different stakeholders since the previous report submitted by the Special Rapporteur to the Human Rights Council (A/HRC/20/38) and to the General Assembly (A/67/328) on the implementation of Assembly resolutions 63/162, 64/147 and 65/199. He also examines the main areas of concern where more efforts and consistent vigilance are required, including with regard to the protection of vulnerable groups of individuals against racist and xenophobic crimes and the protection and consolidation of democracy and human rights in general. 4.
