“Following mass violence pogroms carried out under the tolerance of
law enforcement authorities by pre-organized attackers against persons
belonging to minorities resulting, in their targeted expulsion and
forceful displacement from their lands, States should take, both in the
short and the longer run, the necessary measures to facilitate their
return.
These measures should include reparation schemes for their repatriation
including to their predecessors, redress or compensation of their
property, support of religious and educational institutions and others.
The above measures could reduce vulnerability of the remaining
shrinking minority population to violent attacks and enhance confidence
building as well as post violence reconciliation between the State
involved and the minority communities.”
