The State party seek technical assistance in the area of juvenile justice from
the United Nations Interagency Panel on Juvenile Justice, which includes
UNODC, UNICEF, OHCHR and NGOs.
Victims and witnesses
83.
The Committee notes that there are no specific provisions in the criminal law and
procedure for the hearing of child victims of crime, including sexual exploitation and sexual
abuse, and it is concerned at the lack of access to adequate medical and psycho-social services
for children who are witnesses to or victims of crime.
84.
The Committee recommends that the State party incorporate a child-rights focus in
justice and law enforcement institutions and increase the budgetary allocations for the
administration of justice and ensure child rights restitutions. In this respect it recommends
that the State party take into account the Guidelines on Justice in Matters involving Child

July 2005, annex).

persistence of manifestations of racism against indigenous people.
86.
The Committee recommends that the State party take all necessary measures to
protect the rights of indigenous children and to guarantee their enjoyment of the rights
enshrined in the national constitution, domestic law and in the Convention. In this regard,
the Committee refers the State party to its general comment No. 11 (2009) and to the
recommendations issued by the Special Rapporteur on the situation of human rights and
fundamental freedoms of indigenous people (see A/HRC/11/11).
Children in emergency situations

The Committee notes that the State party is prone to disasters and emergencies, both of
human and natural origins, and is concerned that children and pregnant mothers, who represent
