The Special Rapporteur hopes to increase the awareness and visibility of his mandate with the aim, in particular, of creating better understanding of the human rights obligations reflected in the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities and clarifying the concept of minority as a means of overcoming obstacles to the full and effective realization of such rights. 16
