Thank you Madam Chairwoman. It has been very ineteresting two days for me really. Met lots of
ineteresting people, heard many insightful and very educational comments. Also many sad stodies as
well really of discrimination. At the same time some of the positive things that are being done.
I am very much encouraged by many of the things that are in this particular document. But I think that
for this document to really be used positively, the point that Mr Yusuf made was very important I think.
And I want to sort of dwell on that a little bit which was the idea of dispersed authority or dispersed
responsibility.
One of the things with any legislation with any legal document or with any guidance document is that the
central government may produce something and may subscribe to that but the actual operational
functioning and functional aspect say education policy is devolved in many many countries down to a
very low level. You know sometimes even to small localities, but then even within that of course, there is
further devolvement down to the [soul] itself in many countries. In the forms of governing bodies or
governing boards and local directors.
So how do you take something that is at such a high level down to the local level and then is further
devolved to the school level as well. And I think that actually when we draw this document to its final
wording, I think that i something that we should really bear in mind. You know, how would that be
carried out because it can easily get lost in all of that. There are many government instruments, many
government guidences. For example, from central government come through parliament and alike, and
by the time they have got down to the school level and the teachers level it has all been lost and much of
the descrimination that we speak about in the case of my own experiences, you know, people being told
"you can't prey in the school, because it is a secular school. This is not a mosque." Those other notions
are not something that the state is even endorsing or supporting. Their own framework says that is quite
okay, but when it goes down to the bottom tear of cause it is very very different.
So I think that is something that you should really be bearing in mind stringly. As to how we can make
the wording more relevant and we have greater impact. Thank you very much.
