Roma
were
the
most
frequently
cited
minority
group
in
the
first
cycle
of
the
UPR
process.
It
is
important
to
mention
here
that
although
the
term
“Roma”
usually
covers
several
subgroups6,
a
few
recommendations
used
references
to
specific
Roma
communities
such
as
“Sinti”
or
“Traveller”.
Due
to
the
fact
that
the
word
Sinti
was
always
mentioned
together
with
the
word
Roma,
they
are
included
here.
(There
were
10
recommendations
made
on
the
situation
of
Sinti.
Germany
received
3
and
Italy
received
7.
With
one
exception,
all
were
accepted.)
However,
recommendations
referring
to
Travellers
are
discussed
separately
at
the
end
of
this
section.
As
the
charter
shows
below,
a
total
of
234
recommendations
mentioned
the
situation
of
Roma,
in
a
total
of
27
MSs,
all
in
the
Eastern
and
Western
European
region:
182
recommendations
were
made
to
the
Eastern
European
Group
and
52
to
the
Western
European
and
Other
Group.

Overall,
states

review
accepted
218
of
these
recommendations,
an
acceptance
rate
of
93%.
