The Special Rapporteur welcomes the fact that his recommendations have
been heeded and that the idea of an international seminar for experts on the
topic was raised again in early 1996 by Mr. Paul Bouchet, President of the
French National Consultative Commission on Human Rights. This scientific
meeting could be organized in France in cooperation with the Centre for Human
Rights.
