These criteria are as follows: For “acts”, the result of judicial investigations which, as they were conducted since the previous report was drafted, made it possible to determine an origin and a motivation that are different from what was originally suspected; For “threats”, grouping together manifestations which have the same origin and which occurred in the same circumstances of time and place (for example, distribution of the same leaflet). The 1993 statistics referred to in this report have been amended on the basis of the same criteria to make it easier to compare the two years. Racist and anti-Semitic violence While racist violence has stayed at more or less the same level, there has been a definite drop in anti-Semitism compared to previous years, particularly 1990 and 1991, which were marked by events such as the 1990 desecration of the Carpentras cemetery and the 1991 Gulf war which led to an increase in incidents.
