Brazil on Item V Female/English Thank you Mr. Chair. We welcome theme on this year’s Forum on minorities in the criminal justice system. Would like to thank you and commend the panellist for their presentations. Brazil recognises the increased vulnerability faced by persons belonging to minorities in the justice and security systems it is important the states implement public policies that ensure access to justice under equal conditions to discourage the practice of racial profiling and to advance the engagement of security forces with minority communities. Brazil is particularly concerned about the impact of violent criminality on the fulfilment of human rights of persons belonging to minorities. An increase and the feeling of insecurity can contribute to a race discriminatory practice by public security agents who may mistakenly associate minorities with the practice of crimes. Mr Chair, Brazil endorses the Special Rapporteur’s recommendations on the importance of collection, analyses and dissemination of disseminated data on minorities. The disaggregation of data – respecting the principles of privacy and confidentiality, as well as the voluntary nature of the data provided – contribute to a better understanding of the reality of minorities. It also allows states to plan and implement public policies aimed at promoting and protecting their human rights. Brazil has been implementing this recommendation through the collection, analyses and dissemination of this disaggregated data in the context of health, with special attention to victims of violence, incenses and injustice and security systems. Tackling discrimination and intolerance committed against minorities in the justice and security systems benefits in the long term from the adoption more comprehensive measures that contribute to the environment of these populations in the field of education, income generation and others. Brazil encourages the engagement of persons belonging to minorities in participation in order to facilitate communities and to allow incorporation of their specific demands in the formulation and implementation process of public policies. We also value and encourage the strengthening of international cooperation which promote equality and to combat all forms of discrimination. Thank you Mr chair.
