labour programmes to ensure that they contribute to the rehabilitation of prisoners and

Invest in improving conditions of detention, including by addressing
overcrowding and ensuring access to adequate medical care for all prisoners, including
those from racially marginalized groups and/or with death by incarceration sentences.
