First and foremost, solutions to the current situation must come from the citizens of Ukraine themselves. A historical good governance deficit and widespread corruption have contributed to a lack of trust in political institutions and actors and have significantly contributed to instability. Measures are required to reinforce the minority rights infrastructure and to build confidence that minority rights will be protected in law and in practice. Such measures should include strengthening of legal protection, enhancing institutional attention to minority issues, and instituting stronger and permanent consultation mechanisms. All measures should be adequately funded and politically supported. 2
