Ending immigration detention of children and providing
adequate care and reception for them
Summary
The present report outlines the main activities undertaken by the Special
Rapporteur on the human rights of migrants, Felipe González Morales, during the
reporting period since his most recent report to the General Assembly.
In the report, the Special Rapporteur examines the international legal framework
protecting the human rights of migrant children. He reviews the impact of immigration
detention on children and existing alternative care and reception solutions. On the
basis of information and analysis provided by States, civil society, national human
rights institutions and other stakeholders, the Special Rapporteur identifies good
practices and concludes that the immigration detention of children is effectively
avoidable. The Special Rapporteur recommends that Member States shift away from a
focus on enforcement and coercion towards providing human rights-based alternative
care and reception for all migrant children and their families.
