Report of the Special Rapporteur on minority issues*, **
Summary
The Special Rapporteur on minority issues visited Spain from 14 to 25 January
2019. In the present report, he makes a number of recommendations and observations
with a view to assisting the Government and other relevant actors in their efforts to
address the challenges in implementing the human rights of minorities in Spain.
In the report, the Special Rapporteur also looks at positive developments, and
focuses on areas of particular significance regarding minorities, such as education, the
use of minority languages, housing, employment, administrative and judicial services,
access to health and other public services, the participation of minorities in public life,
and efforts to combat hate speech and other forms of intolerance directed at minorities,
including islamophobia and anti-Gypsyism. The report also includes a section on the
deaf community and the use of sign languages in Spain.
