Visit to the Republic of Korea*
Summary
At the invitation of the Government, the Special Rapporteur on contemporary forms
of racism, racial discrimination, xenophobia and related intolerance visited the Republic of
Korea from 29 September to 6 October 2014.
In the present report, the Special Rapporteur addresses the legal and institutional
framework for combating racism and the various policies and initiatives undertaken against
racism and xenophobia by the Government, the national human rights institution and civil
society. He then examines the main challenges the country faces in the fight against racism,
racial discrimination, xenophobia and related intolerance, including issues related to the
situation of migrants, workers in the agriculture sector and foreign seafarers, as well as acts
and expressions of racism and xenophobia in the media and in the private sphere. He
discusses the situation of marriage migrants and multicultural families. His
recommendations to the Government and other stakeholders touch upon the main issues,
such as the ratification of the International Convention on the Protection of the Rights of
All Migrant Workers and Members of Their Families and the enactment of a
comprehensive anti-discrimination law.
