of the Durban Declaration and Programme of Action
Visit to Brazil
Report of the Special Rapporteur on contemporary forms of racism,
racial discrimination, xenophobia and related intolerance,
Ashwini K.P.*
Summary
The report summarizes the findings of the Special Rapporteur on contemporary forms
of racism, racial discrimination, xenophobia and related intolerance, Ashwini K.P., on her
visit to Brazil.
In the report, the Special Rapporteur welcomes the fact that the Government of Brazil
has recognized that racism is a systemic phenomenon and has institutionalized efforts to
prevent and address racial discrimination. She emphasizes, however, that it was very evident
during her visit that people of African descent, Indigenous Peoples, Quilombola
communities, Roma people and those from other marginalized racial and ethnic groups,
including those who face intersectional discrimination, continue to experience multifaceted,
deeply interconnected and pervasive manifestations of systemic racism.
In her report, the Special Rapporteur makes a series of recommendations about how
the Government of Brazil can build upon and expand efforts to address racial discrimination.
