Albania
The Constitution of the Republic of Albania considers national minorities to be an integral part of
Albanian society. In October 2017, we adopted a specific law on minorities. To date, all 12
implementing acts related to the application of this law have been adopted by the Government of
Albania. In accordance with this law, Albania has significantly strengthened its legal and institutional
framework, guaranteeing the preservation, promotion, and expression of the identity of the nine
officially recognized minorities in our country. Culturally, minorities have enriched Albania through a
remarkable contribution to the arts, literature, cinema, and sport. Linguistic and cultural diversity is
one of the foundations of modern Albanian identity, and its preservation is at the heart of our
commitment. A considerable number of major companies are headed by people who identify as
members of national minorities. In areas with high concentrations of minorities, the latter own a
significant number of SMEs, thereby contributing to the dynamism of local economies. At the political
level, minorities have been represented in state institutions for more than three decades. The
Albanian Parliament has always included members of parliament from minority communities, and
several municipalities are administered by elected officials exclusively from minority communities.
This representation demonstrates the full and effective integration of minorities into the country's
decision-making process. Finally, Albania reaffirms its commitment to regional cooperation for the
promotion of minority rights and calls for mutual recognition and full respect for the rights of
Albanian populations, particularly in Serbia, in the Preševo Valley. Thank you, Madam Chair.
La Constitution de la République d'Albanie considère les minorités nationales comme faisant partie
intégrante de la société albanaise. Nous avons adopté, en octobre 2017 une loi spécifique sur les
minorités. À ce jour, tous les 12 actes du droit dérivé relatifs à l'application de cette loi ont été
adoptés par le gouvernement de l'Albanie. Conformément à cette loi, l'Albanie a enfoncé de manière
significative son cadre juridique et institutionnel, garantissant la préservation, la promotion et
l'expression de l'identité des neuf minorités officiellement reconnues dans notre pays. Sur le plan
culturel, les minorités ont enrichi l'Albanie par une contribution remarquable dans les arts, la
littérature, le cinéma et le sport. La diversité linguistique et culturelle constitue l'un des fondements
de l'identité albanaise moderne et sa préservation est au cœur de notre engagement. Un nombre
considérable de grandes entreprises sont dirigées par des personnes se déclarant membres des
minorités nationales. Dans les zones à forte concentration de minorités, ces derniers possèdent un
nombre important de PME, contribuant ainsi au dynamisme des économies locales. Au niveau
politique, les minorités sont représentées dans les institutions de l'État depuis plus de trois
décennies. Le Parlement albanais a toujours compté des députés issus de minorités, et plusieurs
municipalités sont administrées par des élus issus exclusivement de minorités. Cette représentation
démontre l'intégration pleine et effective des minorités au sein du processus décisionnel du pays.
Enfin, l'Albanie réaffirme son engagement dans la coopération régionale pour la promotion des droits
des minorités et appelle à la reconnaissance mutuelle et au respect intégral des droits des
populations albanaises, notamment en Serbie, dans la vallée de Prêcheva. Je vous remercie, madame
