[Proposed state policy] to bridge the gap between the Dalits and non-Dalits through development programs. Under these constitution provisions several legislations and policies were made from time to time. To quote a few, abolishment of […] act, abolishment of the [other system], a [recommend of peace right], there is Protection of Civil Rights Act and the Prevention of Atrocities Act, during 1989. Like that several recommends have come the government has also create National Commission for Scheduled Casts, National Commission for [not clear] and various other elaborated institutions. Among all these administrations as brother [Paul D] has already pitched upon. Special government plan on […] plan are the most important ones for every educated Dalit in the country today. In spite of all these legislations hiring on the books nothing is being implemented by the government of India. That is why the Dalit […] the Dalits is as it was 60 years back. For example, if we take only the […] of the CSP in the last [30] years none of the governments neither the scheduled governments or any government has implemented SAP and CSP properly.
