Dr Birgitte Kofod Olsen is Head of the National Department of the Danish
Institute of Human Rights, Copenhagen, where she is responsible for the Institute’s
activities on protection and promotion of human rights and equal treatment in Denmark. She works as an external senior lecturer in law and philosophy at the University of Copenhagen, Faculty of Law, where she graduated in 1991 and obtained
her PhD degree in 1998 with a thesis on identification technology and data protection. Her fields of expertise encompass minority rights, civil and political rights, antidiscrimination and equal treatment, as well as the functioning of national human
rights institutions. She is involved in a number of projects on the development of
methodologies applicable in a human rights and discrimination context, including
assessments of compliance with the UN Paris Principles.

Alan Phillips has served as the UK Expert on Council of Europe treaty monitoring mechanisms and as the Vice President of the Advisory Committee for the
Framework Convention on the Protection of National Minorities. He has also
served as human rights/minority rights adviser for several other intergovernmental
and nongovernmental organisations. Previously he was the Executive Director of
Minority Rights Group International.
